Yes. Once Mobile Message and Teambook are connected through Zapier, an inbound text can trigger the Create Project action, so a project appears on the Teambook board as soon as a client confirms by text that they want to go ahead.

Does replying by text add a new consultant as a Teambook user?

It can. The same Inbound SMS Received trigger can be pointed at the Create User action instead, so a consultant who texts back confirming they are joining gets added to Teambook without anyone entering their details manually.
