On its own GetTranscribe has no triggers, so it does not start a Zap or send anything by itself, it works as a step that turns raw video into usable text inside a workflow built elsewhere. That distinction matters for anyone hoping to text customers, because Mobile Message needs a trigger such as Inbound SMS Received or Delivery Status Updated to know when to act, and GetTranscribe does not supply one.

Where the two are still useful together is inside a larger Zap, with GetTranscribe's Create Transcription action producing text from a recorded call or webinar and a Mobile Message action such as Send SMS delivering a short excerpt or follow up link once that text exists. List Folders, List Transcriptions and Get User Info round out the account management side, useful for keeping a transcript library organised rather than for sending anything by text.
